The 2nd Public Sector Procurement Management & Auditing MasterClass 2023

Theme: Emerging Approach to Procurement Management & Auditing in the Public Sector

The Public Sector Procurement Management & Auditing MasterClass 2023 is designed to be an exclusive instructor-led classroom training workshop that will be limited to 15 – 28 participants per batch, with a maximum ratio of 8 participants per instructor. This is to ensure a unique and optimum level of engagement, active learning process and learner-centred delivery, as well as lateral peer-to-peer experience sharing and interaction, which will enable the participants to have an intimate networking session, as well as work through a wide range of practical, scenario-based problems, leveraging their collective experience and new knowledge of best practices.

Background Information

The current global economic, climate and energy crises have not only extensively impacted the way we live and do business, but have also created threats and risks in the way the public sector manages its procurement operations. The challenges, ranging from increased prices, frequent supply chain disruption, lack of transparency and flexibility, and unforeseen situations now demand a new look at public procurement management in Africa. Following the success of the inaugural edition, which was held from October 17 – 23, 2022 at the DoubleTree by Hilton Hotel, Piyalepasa – Istanbul, Turkey, the African Leadership Organisation (UK) is thrilled to put together the second edition of the 2nd edition of the Public Sector Procurement Management & Auditing MasterClass in Kigali, Rwanda.

Course Description

The Public Sector Procurement Management & Auditing MasterClass will explore emerging trends, practical skills and strategies, latest technical, procedural and business competencies necessary to enhance economy, efficiency and transparency in the management of public procurement operations, as well as required for the successful implementation of each step of the procurement process in Africa.

The MasterClass is designed to equip participants with modernized procurement practices and provide more robust strategic planning and choice of procurement options, with a greater focus on value for money and fit-for-purpose solutions, to strengthen national and organisational capacities to rapidly adapt in dynamic contexts with different strategies and approaches. Furthermore, the standards of global practices will be unpacked together with insight into different regulatory framework approaches by international organizations and International Financial Institutions.

Training Methodology

The intensive classroom training session will include role-playing, scenarios, case study discussion, inquiry-based dialogue, small group work and problem-based learning exercises in addition to presentations. Each training module will commence with an overview of the rules, policies, best practices and/or theory of the subject in question, and is then followed by case studies, group discussion and exercises to create a forum for participants to apply theory and methods to cases and to foster productive knowledge sharing. Moreover, individual guidance will also be provided to help participants to troubleshoot procurement-related problems on their projects.

Learning Outcomes

The learning outcomes for your participation in this training course include, but are not limited to the following:

• A better understanding of the role of competition, non-discrimination and transparency in achieving “value for money” and “fitness for purpose” in public procurement operations;

• A modern approach to effective planning, risk assessment, execution and monitoring of public procurement operations;

• Appropriate selection of prescribed procurement methods;

• Enhanced knowledge of different regulatory framework approaches developed by international organizations and International Financial Institutions;

• Preparation of well-balanced procurement documents based on standard models of proven validity and the ability to customise these to suit their national context and regulatory frameworks;

• Upgraded ability to conduct bid evaluation, contract award and contract administration procedures;

• A better understanding of advanced contract management issues related to the FIDIC model of contracts.

• Enhanced capacity to put in place systems for upholding integrity in public procurement operations.
